Before you rely on this page

Quail Valley and Quail Ridge at Knollwood are NOT the same neighborhood, and their rules differ. This page is Quail Valley. Minimum house sizes vary by section and lot here, and the lake lots in Section Two (199-227) and Section Four (35-38 and 79-107) carry an additional set of lake covenants on top of these. Lots 10-15 and 24-29 in Section One and 189-206 and 224-234 in Section Two also carry an odd one: no sweet corn may be grown without the neighbouring farmer's written consent, because it cross-pollinates his hybrid seed corn.

Fences

The only perimeter fencing allowed is split rail, two rails high and no more than four feet, unless the architectural committee approves a written variance. A privacy fence up to six feet may go around the patio immediately next to the house; it has to match the architectural standard set by the style of that house and be approved in writing first. On a corner lot nothing between two and six feet above the roadway may block the sight triangle.

Sheds & outbuildings

A detached storage or pet-shelter structure has to be quality construction, kept neat, blend with the established home, and go to the architectural committee for approval before construction begins; the committee can require screening around it. On a lot backing the golf course no such structure may stand within thirty feet of the rear line. No trailer, modular or manufactured home, prebuilt home, basement, tent, shack, garage, barn or outbuilding may be lived in.

Recreational and commercial vehicles - campers, trailers, trucks and boats - may not be kept in open areas anywhere in the subdivision, on a lot or off it. Recreational vehicles may not be used on the golf course or the ground around it, and snowmobiles are prohibited outright.

Tennis courts and above-ground pools are both prohibited. An in-ground pool is not addressed directly, and anything built needs the architectural committee's written approval first.

Exterior changes & additions

Nothing may be built, placed, maintained or altered, and the natural topography or drainage may not be changed, until the architectural committee approves the plans in writing. Three full sets of prints go in, showing floor plan, quality of construction, materials, outside colours, how the design sits with the houses around it, and placement against the lot lines, topography and finish grade. A lot carries one single-family house of up to two and a half storeys and a garage for no more than three cars, and every house needs a full-size attached garage for two to three. Anything begun has to be finished within a year or removed.

Satellite dishes & antennas

Outside above-ground television, AM, FM and short-wave radio antennas of any type are barred, and the covenant says expressly that this includes any type of satellite dish antenna. All utility service is underground and nothing overhead is allowed to be visible. Federal rules on over-the-air reception devices limit how far a private covenant can restrict a satellite dish under one meter across on property within your own exclusive use and control, so ask the association how this one is handled rather than assuming the blanket ban binds.

Landscaping, trees & gardens

Side, front and rear yards have to be planted with grass seed, sod or ground cover within 120 days of the house being finished or occupied, unless the architectural committee approves otherwise. Screen planting in the protective screening areas is planted and kept up at the owner's expense; nothing over thirty-six inches is allowed between the building setback line and the front lot line, or within thirty feet of the rear line on a lot backing the golf course.

The associationQuail Valley at Knollwood Homeowners Association, Inc., which every lot owner belongs to with one vote per lot. It funds the park areas, the street lighting and any security services, and the covenant caps total dues and assessments at $125 a lot a year, billed each January and due within thirty days. Unpaid dues become a lien on the lot and run 12 percent interest. Plans go to the Quail Valley at Knollwood Architectural Control Committee, three people appointed by the developer, Adams Road Development Corp. The association has no authority over the Knollwood Country Club and is barred from assessing anyone for it.
